An SSL certificate is included free by most decent hosts — if someone is billing you separately for basic SSL, question it.

Ongoing content and SEO work, if you choose to do it, is usually a monthly retainer. Rates in Guwahati vary enormously. What matters is what is included and what is being measured, not the headline figure.
