Chandigarh has no shortage of web agencies, which is exactly the problem. Here is how to judge real engineering ability, fair pricing, and whether remote delivery actually works for you.

Ask a business owner in Sector 17 or out near the IT Park how they chose their last web developer, and you tend to hear one of three stories. A relative's friend "does websites on the side." A local studio quoted a friendly number over WhatsApp that quietly doubled by the time the payment gateway was working. Or a polished-looking firm delivered something that looked excellent in a proposal deck and then took nine seconds to load on a phone in Manimajra.

None of those outcomes happen because Chandigarh lacks talent. The opposite is true. This is a city with Panjab University, PEC, a dense belt of engineering and management colleges, and a tricity spread into Mohali and Panchkula that has been absorbing IT and pharma work for two decades. There is no shortage of people here who can write code. The problem is a market-structure problem: when a small, prosperous, referral-driven city has hundreds of firms all describing themselves in the same vocabulary, the buyer has almost no way to tell an engineering team from a reselling operation until money has already changed hands.

That matters more in Chandigarh than in most Indian cities because of who is buying. A large share of commercial demand here comes from three groups with unusually high stakes: coaching and education institutions competing for admissions in a fixed annual window, healthcare and diagnostic practices operating in the shadow of PGIMER's reputation, and professional-services firms — chartered accountants, legal consultancies, immigration advisors, architects — whose entire credibility case is made on a screen before a client ever calls. For all three, a slow or generic website is not an aesthetic problem. It is a revenue problem with a deadline attached.

It covers what to actually inspect before signing, an honest comparison of how we work versus how a typical local agency works, why remote delivery is a non-issue for engineering work, and what real costs and timelines look like.

What businesses in Chandigarh should look for in a web design & development company

Most evaluation checklists circulating online are useless because they ask questions any vendor can answer correctly. "Do you build mobile-responsive sites?" Everyone says yes. The questions below are harder to fake.

1. Ask who owns the code — and get the answer in writing

This is the single most consequential question, and it is the one asked least often. When the project is finished, do you receive the complete source code, the repository, the database, the hosting credentials, and the domain registrar login? Or do you receive a login to someone's dashboard?

A meaningful number of Chandigarh businesses are, right now, effectively tenants on their own websites. The site was built on a proprietary builder the agency controls, or on a licensed theme registered to the agency's account, or on hosting the agency resells. Everything works fine until you want to change vendors, at which point you discover you cannot take anything with you and the quote to "migrate" is suspiciously close to the cost of starting over.

Ask directly: on the final day, what exactly is handed over? If the answer involves any phrase resembling "we manage that for you," ask what happens if you stop paying. We hand over everything — repository, deployment configuration, database, assets, credentials. If you want to hire an in-house developer in Mohali next year and never speak to us again, that should be a Tuesday afternoon's work, not a negotiation.

2. Test performance on a real device, on real network conditions

Core Web Vitals are Google's three field measurements of loading, interactivity and visual stability — Largest Contentful Paint, Interaction to Next Paint, and Cumulative Layout Shift. They influence search ranking, but the more immediate reason to care is behavioural: a visitor comparing four coaching institutes or three diagnostic labs on a phone will simply leave the one that stalls.

Here is a test that costs nothing. Take three sites from a prospective agency's portfolio, run each through Google PageSpeed Insights, and look specifically at the mobile score and the field data section. Then open them on your own phone on mobile data, not office Wi-Fi. Chandigarh has good connectivity, but your customers are not all sitting in Sector 34 with fibre. If the agency's own showcase work is scoring in the forties on mobile, that is the standard of engineering you are being sold, regardless of what the proposal says.

3. Insist on fixed, itemised pricing before work starts

The most common way a web project goes wrong financially is not overcharging. It is an unclear scope that allows every subsequent request to be reclassified as "extra." A proper quote should name the number of unique page templates, the specific integrations, the content-management approach, the number of revision rounds, and what is explicitly excluded.

Be suspicious of quotes that are dramatically cheap. 4. Demand portfolio proof you can independently verify

Screenshots prove nothing. Ask for live URLs, and then check three things yourself: whether the sites are still online, whether they are still maintained, and whether they actually resemble each other. If every project in the portfolio shares the same section order, the same animation on scroll, and the same layout with different photographs, you are looking at one template sold repeatedly.

Also ask what happened after launch. Did the client come back for more work? An agency that has done three or four rounds of work for the same client over five years is telling you something a testimonial cannot.

A realistic cost and timeline picture for Chandigarh businesses

Anyone quoting an exact figure before understanding your requirements is guessing, and a guess that turns out low is not a favour to you. What follows are honest ranges based on the type of build. Where your project lands inside a range depends mostly on the number of unique page templates, the complexity of integrations, and how ready your content is.

  • A focused brochure or credibility site (5–8 pages). Typically ₹35,000 to ₹80,000, delivered in roughly three to five weeks. Right for a consultancy, a clinic, an architecture practice, or a firm that needs to look serious and load fast without a large content operation.
  • A business site with a content-management system, blog and lead capture (10–20 pages). Typically ₹80,000 to ₹2,00,000 over six to ten weeks. This is where most Chandigarh coaching institutes and multi-service healthcare practices land, because they need to publish and edit continuously without calling a developer.
  • E-commerce with payments, inventory and shipping logic. Typically ₹1,50,000 to ₹5,00,000 over eight to sixteen weeks. Catalogue size, variant complexity and how many external systems must talk to each other drive this more than page count does.
